CIGNA strongly endorses comprehensive health care reform that expands access, controls costs, and improves the quality of care.

■ Our blueprint for reform will:

■ Guarantee coverage to all if everyone accepts personal responsibility to maintain coverage;

■ Make preexisting conditions a thing of the past;

■ Eliminate gender or health status as a basis for premiums;

■ Provide a helping hand, with subsidies to make coverage affordable for individuals and small businesses;

■ Make coverage affordable and portable;

■ Keep people healthier through sharper focus on wellness and prevention

■ Empower patients to more effectively engage in the health care system through improved transparency and quality tools and metrics;

■ Simplify administrative processes and advance health IT to enable physicians to spend more time with patients and drive efficiency into the system;

■ Reorient the current payment system to one that fosters and rewards quality and value;

■ Preserve individual and employer choice and flexibility; and

■ In so doing, strengthen the employer-based system through which more than 160 million Americans receive access to their health care coverage.

CIGNA believes that every American should have access to health insurance by combining guarantee-issue coverage with an enforceable individual health insurance requirement and premium assistance to make coverage affordable, while eliminating preexisting condition exclusions and ratings based on health status or gender in the individual market.
